The Blue30 Bulletin: October 2026 UK Ecommerce & Logistics Update
October has moved UK ecommerce operations firmly into peak season. Amazon’s festive FBA charges are live, Royal Mail’s account surcharge starts next week and Felixstowe has published a higher November fuel charge. This is the first Blue30 Bulletin, so there are no previous editions to compare; future issues will track movements against this October baseline.
Amazon UK: festive FBA charges and an FBM threshold
Amazon’s 2026 festive peak fulfilment fee began on 15 October and runs through 14 January 2027 for selected UK and German FBA orders. Amazon describes an average increase of £0.12 for small and standard parcels and £0.07 for large and extra-large envelopes. The charge covers local FBA and Remote Fulfilment from the EU into the UK, while oversize and Low-Price FBA items are excluded. Exact exposure depends on each SKU, so the Revenue Calculator and FBA Fee Preview remain the sensible source for account-level figures. Blue30’s Amazon UK FBA fee guide provides useful context for the cost stack around fulfilment.
A separate change matters to seller-fulfilled Amazon Business orders. Since 30 September, eligible offers have needed a Business Hour Delivery Rate of at least 90%. From 30 October, Amazon says listings that remain below the threshold may be deactivated for business customers. This is an FBM measure, not an FBA inbound rule, and it makes carrier service selection and usable business opening hours particularly important.
No new UK-wide FBA barcode, labelling or preparation rule was identified in Amazon’s October material. The existing requirement for sellers to arrange compliant preparation before inbound stock reaches Amazon therefore remains the working position. Blue30’s FBA prep service explains the main labelling, polybagging, bundling and shipment-preparation steps.
Parcel carriers: public peak charges are now close
Royal Mail’s public business-account peak surcharge runs from 2 November 2026 to 10 January 2027. The published additions range from 10p for Royal Mail 48 Large Letters and Tracked 48 Letterboxable to 22p for Royal Mail 24 and Tracked 24 parcels and returns. These are public account tariffs; a shipper’s negotiated rates, thresholds and pass-through treatment can differ.
Parcelforce’s fuel and energy surcharge rose from 13% to 16% on 5 October, and a £4.15 manual-handling surcharge may now apply to qualifying items. Royal Mail also shortened the holding period for items sent to a Post Office or Parcelshop from 18 days to 10 days on 25 October; Customer Service Point items remain at 18 days. From 16 November, new load-presentation correction charges can apply to non-compliant pallets and loose loads.
UPS applies weekly index-linked fuel percentages. Its published table for the week beginning 26 October shows 35% for Standard and 54.5% for the listed Express categories. A demand surcharge also applies on selected services and lanes from 20 September until further notice. These percentages are public tariff inputs, not account rate. No consequential public DPD UK tariff change was found for October, so DPD contract notices remain the place to check for account-specific peak terms.
Shopify, eBay and WooCommerce: workflow changes rather than carrier rules
Shopify added batch fulfilment on 16 October, allowing merchants to group up to 250 fulfilments by criteria, pick them together, buy labels, print documents and pack as a batch. Integrations should be checked before changing live warehouse routines. Blue30’s fulfilment centre page explains how multichannel orders feed into an outsourced operation.
On 23 October Shopify also changed UK VAT handling for orders above £135 when fulfilment is routed from outside the UK. Shopify says those orders are treated as imports and VAT is not charged at checkout. The trigger is the fulfilment location rather than the merchant’s address.
eBay’s October seller update introduced tiered bundle discounts for multi-item orders and expanded Authenticity Guarantee for eligible trading cards priced at £250 or more. WooCommerce 11.2 and its 11.2.1 maintenance release arrived on 7 and 9 October. No new UK fulfilment obligation was announced, but stores should test extensions, order exports and carrier connections before adopting core updates. Blue30’s WooCommerce fulfilment guide covers the operational hand-off from checkout to dispatch.
Freight and Essex ports: a November cost change at Felixstowe
Felixstowe’s Emergency Fuel Surcharge rises to £4.44 for every laden import container that out-gates from 00:01 on 1 November. The EFS rebate remains £0.25, and the port plans another review on 15 November. It should be separated from shipping-line, haulage and customs costs when reconciling an import.
At London Gateway, two new electric quay cranes arrived for the all-electric Berth 5 development, which is due to become operational in 2027. That is a capacity investment rather than an immediate service or tariff change. No consequential October operational change was found for Tilbury. Blue30’s London Gateway port guide explains the local freight and fulfilment context for Essex importers.
UK packaging compliance: deadlines have moved on, duties have not
For large EPR packaging producers, the 1 October deadline covered January to June 2026 data and annual registration. The next large-producer report, for July to December 2026, is due by 1 April 2027; small producers also have a 1 April 2027 reporting and renewal deadline. The Environment Agency published RPS 383 on 9 October for England. It describes circumstances in which enforcement action would not normally be taken, but it does not remove duties to register, report data or meet recycling obligations.
Dates to keep in view
30 October: Amazon Business FBM listing enforcement may begin below the 90% delivery threshold. 1 November: Felixstowe’s £4.44 EFS starts. 2 November: Royal Mail’s business-account peak surcharge starts. 16 November: Royal Mail load-presentation correction charges begin. 15 November: Felixstowe’s next EFS review. 10 January 2027: Royal Mail peak surcharge ends. 14 January 2027: Amazon’s festive peak FBA fee ends. 1 April 2027: the next EPR packaging reporting deadlines fall due.
